TERMS OF USE


Please read the following terms carefully before accessing your account. By enrolling in the City of Bedford Online Billing, you (the "Customer") agree to the Terms and Conditions below. If Customer elects not to agree to the Terms and Conditions, Customer will not be enrolled in the City of Bedford Online Billing. These Terms and Conditions are in addition to Customer's service agreement(s) with the City of Bedford.

The City of Bedford Online Billing only applies to those Customers that have signed a valid service agreement with the City of Bedford. Customer will receive an e-mail confirming enrollment within five (5) business days following completion of the online enrollment process. By enrolling in the City of Bedford Online Billing, Customer shall have the option to choose whether bills are made available (1) "Electronic Only", or (2) "Electronic and Paper Copy." If Customer chooses Electronic Only, Customer shall have the option to view the bill online, although Customer will not continue to receive a one-page bill summary through regular U.S. Mail. Customer will receive regular e-mails to announce the online availability of each new invoice.

Customer may cancel the City of Bedford Online Billing at any time by designating as such online; thereafter, Customer will receive regular Paper Copy billing. Customer shall promptly notify the City of Bedford in any event if it fails to receive any form of billing.

During enrollment, Customer will be required to create a Username and Password. Customer is required to have a valid e-mail address to complete enrollment. Customer may make administrative changes, such as changing the Password, Username and e-mail address. Customer agrees to keep the Password confidential at all times. If Customer forgets its Password, Customer may reset it online by completing certain verification procedures. Customer understands that it has sole responsibility for the security of the Password. Customer is solely responsible for notifying the City of Bedford of the theft or loss of a Password. The City of Bedford will not be liable for any actions, claims, costs, damages or expenses arising from a stolen or lost Password.

The City of Bedford Online Billing allows for Customer to pay bills online in addition to standard mail-in payment. Customer will not be charged by the City of Bedford for making payments online, however, Customer may be charged by its financial institution. Customer authorizes the City of Bedford to charge the amount indicated by Customer to the financial institution and account indicated by Customer. If payment is made online, Customer must make payment at least three (3) business days in advance of the payment due date to avoid late fees and/or interruption of service. Business days are Monday through Friday, except for federal banking holidays. The City of Bedford is not responsible if Customer's financial institution rejects payment for lack of credit availability.

Customer understands by enrolling in the City of Bedford Online Billing Customer enters into an agreement with the City of Bedford whereby Customer agrees to view and pay for only those accounts to which Customer is authorized. Customer agrees to only access its water bill.

Customer agrees to waive any liability against the City of Bedford for any act or omission arising out of the use of the City of Bedford Online Billing, unless caused by the City of Bedford's gross negligence or willful conduct.

Customer agrees to not transmit any computer virus or messages that could damage the City of Bedford system.

Customer agrees to be bound by these Terms and Conditions, applicable tariffs, state and federal rules and regulations, laws, any rules and regulations of a fund transfer system used by the City of Bedford.

Customer agrees that it cannot assign or transfer the Terms and Conditions at any time without written consent from the City of Bedford.

These Terms and Conditions shall be subject to and interpreted in accordance with the laws of the State of Texas, and any action will be venued in the county in which the property address lies.

Any unauthorized disclosure, copying, distribution of the proprietary information within the City of Bedford Online Billing is prohibited and may be unlawful.

This website is owned and operated by the City of Bedford (as subcontracted to DataProse, Inc.) and contains material derived in whole or in part from intellectual property which is owned by the City of Bedford and its affiliates and is protected by international copyright and trademark laws. The City of Bedford, DataProse (as the subcontractor,) and its affiliates may also be referred to herein as “City of Bedford”, “we,” “us,” or “our.” Access and use of this website is subject to the terms and conditions set forth herein and all applicable laws. We reserve the right to revise the terms of use and our privacy policy at any time and without notice. Please check this website periodically to stay informed of any changes.

The City of Bedford does not, without your knowledge and permission, collect personal information about you or the reasons for your visit to http://www.ci.bedford.tx.us. The City of Bedford will not resell or distribute any site-visitor data, including information that may be collected via our online survey or as a natural result of your visit, unless required by law. Unless you voluntarily provide personal information to us when inquiring about or requesting specific services, we will not ask you for nor track any personal information for any purpose.

Please be aware, however, that our web server automatically gathers and stores certain information. This information does not personally identify or track you, and your e-mail address is not collected in this automatic process. We use this information only to evaluate and improve our Web site’s content to make it more useful to our visitors.
