El Dorado Irrigation District Online Billing: View and Pay Service--Terms and Conditions

Please read the following terms carefully before accessing your account. By enrolling in the El Dorado Irrigation District’s (District) online billing service, you (the "customer") agree to the terms and conditions below. If a customer elects not to agree to the terms and conditions, they will not be enrolled in the online billing service. These terms and conditions are in addition to any other customer service agreement(s) with the District.

The District’s online billing service applies only to customers who have an account with the District. The Customer will receive an email confirming enrollment within five business days following completion of the enrollment process. By enrolling in the online billing service, the customer shall have the option to choose whether bills are made available (1) "electronic only" or (2) "electronic and paper copy." To continue to receive a paper bill statement through the United States Postal Service, the customer must select the “electronic and paper copy” option as an account setting. The customer will receive regular emails to announce the online availability of each new statement.

The customer may cancel their participation in the online billing service at any time by so designating online. Thereafter, the customer will receive only paper copy bill statements. The customer shall promptly notify the District in any event if they fail to receive any form of billing.

During enrollment, the customer will be required to create a username and password. The customer must have a valid email address to complete enrollment. The customer may make administrative changes such as changing the password, username, and email address. The customer agrees to keep the password confidential at all times. If the customer forgets their password, they may reset it online by completing certain verification procedures. The customer understands that they have sole responsibility for the security of the password. The customer is also solely responsible for notifying the District of the theft or loss of a password. The District will not be liable for any actions, claims, costs, damages, or expenses arising from a stolen or lost password.

The District’s online billing service allows the customer to pay bills online in addition to the existing options of mail-in payments or phone-in credit card payments. The customer will not be charged by the District for making payments online. However, the customer may be charged by their financial institution. The customer authorizes the District to charge the amount indicated by the customer to the financial institution and account indicated by the customer. If payment is made online, the customer must make payment at least five business days in advance of the payment due date to avoid late fees and/or interruption of service. Business days are Monday through Friday, except for federal holidays. The District is not responsible if the customer’s financial institutions reject payment for insufficient funds or lack of credit availability. The customer understands that by enrolling in the District’s online billing service, they are entering into an agreement with the District whereby the customer agrees to view and pay for only those accounts to which a customer is authorized. Each customer agrees to access only their bill.

The customer agrees to waive any liability against the District for any act or omission arising out of the use of the District’s online billing service, unless caused by the District's gross negligence or willful conduct.

The customer agrees not to transmit any computer virus or messages that could damage the District’s system.

The customer agrees to be bound by these terms and conditions, applicable tariffs, state and federal rules and regulations, laws, and any rules and regulations of a fund transfer system used by the District.

EL DORADO IRRIGATION DISTRICT MAKES NO WARRANTIES, EITHER EXPRESS OR IMPLIED, WITH RESPECT TO THE EQUIPMENT OR SERVICE AND EXPRESSLY DISCLAIMS WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE AND PROVIDES THE EQUIPMENT AND SERVICE "AS IS."

The customer agrees that they cannot assign or transfer the terms and conditions at any time without written consent from the District.

These terms and conditions shall be subject to and interpreted in accordance with the laws of the State of California, and any action will be venued in the county in which the property address lies.

Any unauthorized disclosure, copying, and distribution of the proprietary information within the District online billing service is prohibited and may be unlawful.
